One of the social issues confronting the housing and human settlement of Carascal (Surigao del Sur, Mindanao) is the presence of illegal settlers/squatters along the danger zone of Carrascal river and some private lands in the six barangays of Doyos, Baybay, Saca, Embarcadero, Gamuton and Bacolod. They represent 14% of the total population of the LGU. They stayed there for quite a time now … Most of these settlers live below the poverty threshold pegged at P4,000.00 a month. Some are even earning less than P100.00 a day to contain their minimum basic needs. Housing is their last priority! They are the “poorest of the poor” of the community. With Gawad Kalinga, Carascal sees the hope by helping this people liberate from the bondage and claws of poverty. Towards this end, a Memorandum of Agreement was forged between the Municipality of Carrascal and Couples for Christ to build a sustainable working relationship in helping restore the dignity of the poor, bring them back to the folds of the society and empower them as productive citizens of the local community. By then, the goal in making Carrascal as a squatter-free and slum-free municipality shall be attained. |
The former jamboree site has been identified as the GK site. It is 11.6 hectares, more or less, in area, designed to build a total of 100-150 housing units, a productivity center, agricultural land development, sibol school, gawad kaginhawaan clinic, parks, pathwalks and camp site. A partnership management team is organized to set the directions of the GK and implement its details effectively and efficiently. It will invite other partners from the neighboring LGUs, the national government agencies, civil society organizations, academe, professional organizations, religious and business groups for them to embrace, imbibe and appreciate the strong Filipino values of “bayanihan”. The project is not simply building houses for the poor, but, apparently, will come up with a template for township and community development, anchored on the true essence and spirit of massive community participation, empowerment, and volunteerism. A Community Development Plan (CDP) is developed to serve as an instrument for resource generation, mobilization and roadmap in the implementation of the programs, projects and activities of the GK: Jamboree Hills Village. |
